Ok, so that's not the cause of the problem. I guess the real issue is
just that there's no longer a 1.4-SNAPSHOT repository available. So
anyone have any ideas on how I can get the code to build?

Isn't that the correct behaviour? The tag should be versioned 1.4.1
while the branch stays on 1.4-SNAPSHOT.
