       This policy [1] will suit you requirements. This is one of the
policies we used for Microsoft interops. But to modify this policy to suit
your exact requirements, you need to provide some more information.

1.) Does both client and the server have their own public-private key pairs
? or is it just the server having a key pair ?
2.) What parts of the message do you want to sign ? Body + some headers ? In
that case, which headers do you need to sign ?
