Not just that. If we're talking about the operation output parameters, there's also a problem of interoperability, because of the "void return type" bug described in AXIS2-3300.
It's ok for me to have a "setMinOccursZero" parameter. The main problem here is that it has to be well documented, otherwise it would be very cryptic to understand its existance without knowing the whole issue.
