Seems like there needs to be "normative CDATA encoding" that defines 
what the "official" CDATA encoding is for SOAP (or other, but SOAP in 
this case) messages.  With such a definition (which may exist, but I 
don't know about it), anyone signing a message encoded in a different 
way risks problems with any reserializations which may occur along the way.
