We included the attached license file with Axis. I hope it's acceptable.
For proof that Axis actually uses tt-bytecode.jar, see, for example,

Sorry it has taken me a few days to respond; I was on vacation in Vegas.

The tt-bytecode framework uses the BSD license, a copy of which can be
found here:
http://www.opensource.org/licenses/bsd-license.html
Just fill in my name (A. Abram White) for 'owner' and 'organization' in
the text.

Now that the old namesake for the framework - TechTrader - is deceased,
 I'm currently on importing the framework into another of my open source
projects that I've just gotten under way -- serp.sourceforge.net.  The
new version, due out within a week, will have some minor enhancements
and ease-of-use improvements and will lay the architectural foundation
for major new functionality down the road.  Unfortunately, it's also
totally non-backwards compatible :( though it won't be too hard to
migrate from the current version to the new one.

Would you like me to email you when the new version is out?

Oh, and please let me know if you end up using the framework in Axis!
 As I'm sure you know (and have experienced to a much greater degree),
it's pretty cool to hear about people who've used your software (and
it's a good resume-builder :)
