There is a very serious design fork here.

IBM cares about "deploying to skeletons", which was the default a month
ago.
This support is now broken!  Please fix immediately.

The roundtrip tests are broken.

If the emitter deploys to skeletons:
   The skeletons should contain the parameter signature infomation
   The deploy.wsdd should not contain the parameter signature information
   RPCProvider should look in the skeleton for the parameter information.

If the emitter deploys to implementation:
   The parameter signature needs to be somewhere...
   I personally don't think this information should be in the wsdd.deploy,
   but I don't care about this path.

I am -1 to changing the default being deploy to implementation.

The regression tests needs an option to tell the emitters which method to
use for deployment.

a) Yup, I'm going to add the code back in soon - I'm on conference calls
this afternoon, but will try to do it tonight if I can.

b) My vote is that the default should be no skeletons.  We're already
generating a deploy.wsdd, so putting the metadata in there seems way
cleaner to me than generating an entirely different class and delegating
every request through there.  Should we take an actual vote on this early
next week?
