I have deployed axis under <applications>/webservice. I get an 
<applications>/axis/WEB-INF/attachments folder created, no matter what.

I think the bug is in 
org.apache.axis.attachments.ManagedMemoryDataSource.flushToDisk(), which seems 
to use "axis" as name, regardless.
