I opened a bugzilla bug for this problem. Glen indicated that he was going to work on a fix. If he doesn't have time, I can work on it later this week.

I haven't seen the OperationDesc note yet, but SOAP=>Axis *STILL* fails the
interop tests on echoHexBinary.
