I agree that the issue isn't clear-cut. It comes down to:
Does the WSDD model the implementation (constants in impl), OR does the implementation implement a model (constants in model), OR is there elements of the impl/model that are independent (constants in meta-model?)".
Right now it seems that we have/had multiple models for a given impl.
