After going through this, it appears to be a problem on the MS side of 
things. The Axis client appears to be creating a perfectly legal SOAP 
message, the MS service just doesn't seem to be handling it right.  Can 
you please review the attached code and confirm.  If the problem is 
occuring on the service provider side, then we need to forward this on to 
the MS guys and take it off the bugzilla list.
