Other way around, WSIF uses (actually, can use but doesn't have to) Axis, 
Axis doesn't use WSIF.

The next version of AXIS WILL NOT use WSIF.  The next version of AXIS will 
not even ship WSIF.  WSIF is in its own CVS tree.  AXIS and WSIF currently 
have no dependencies on each other.

What the future holds, however, is anyone's guess.
