WSDL2Java generates value0, value1 etc. as the static final enumeration constants.

Are you saying that an xml schema doesn't allow the name attribute?

If so then this is a non-starter.

If xml schema indicates that enumeration can have a name attribute, it would be 
possible to emit a second set of variables with the appropriate names.  Thus 
Axis would be 101 compliant and have this additional feature.
