Line 221 in RPCHandler is no longer the line which throws the exception. This was JUST fixed yesterday so the first nightly build this fix would be in would be the 09-26 build. Please give it another try. After I fixed this I ran your snippet of code against the address in your WSDL and did not see the problem.
