Here's some more information from Vishy: (sent directly to me by email)

The patch essentially changes WSDDProvider to load providers dynamically.
New static function loadPluggableProviders was added to look for
"META-INF/services/org.apache.axis.deployment.wsdd.Provider" file and
instantiate all the classes mentioned in such files. If those classes are
WSDDProvier instances, their names are obtained and they are added to
provider list. I found WSIFPluggableProviders.java doing exactly the same
thing so I reused the code from that file.

In order for this scheme to work, each provider must supply their own name.
Hence I had to add another abstract method getName() to WSDDProvider and
provide impl for this method in each of the existing providers.
