Ok, I've added a new package (org.apache.axis.ime) to the main branch that
contains the message exchange interfaces. By default, build.xml will
exclude this package from the build unless an environment variable
"compileime" is set to "true". This code does not affect ANY other part
of Axis and can be easily pulled back out, packaged separately, etc if
need be.
