Calendar de/serializer does not preserve TimeZone

We discussed this issue to great lengths (3+ hours) at the last SOAPBuilders 
F2F.  FWIW, the general consensus was that the current Axis behavior is more 
desirable than the other toolkits in that it at least has the most consistenly 
predictable behavior.  The agreed-upon resolution is to have a universally 
agreed-upon tz setting which means "preserve local time".  SOAPBuilders' agreed 
that this issue should be taken to XML Schema.  Axis will do the right thing 
when the more global issue gets resolved.
