Global mappings indeed work in both RPC and Document contexts.

See test.encoding.TestGlobalTypeMappings for an example of a Document service 
utilizing global mappings.  I'll extend the test to test RPC as well, but we 
already have other tests (TestJWSGlobalTypes) which confirm that works.
