Dug,

Since we don't include all necessary jars (like say xerces) in our dist. The war (if 
we create
one) will be incomplete. There's an expectation from anyone that if they drop a war 
into a
servlet-engine it should work as-is (Which we cannot guarantee...because we don't have 
all
necessary jars in the war).
