I just submitted a fix for this situation in a servlet installation, which allows you to change the filename, but NOT the location, of the config file. If you set it, it will look for "WEB-INF/<your_file>". We could change it to allow specifying a full path, but that should be discussed on the dev list first. Marking this as fixed for now.
