Hi Keith, uh... I beg to differ. If you look at the now-defunct WS-A WSDL binding spec [1] or its replacement the WS-A Metadata spec [2], the wsa:Action is specified at the abstract level, not the binding level.

Hi Steven, Looks like we will have to do this after 1.2 since it might need a bit of refractoring (Too late to go into the 1.2 release). Currently the wsaAction is set to the axisOperation but it should be going into axisBindingOperation instead as the wsaAction is a binding specific property. Will fix it after the 1.2 release.
