Policy Annotated WSDL

Hey,
We are working on Rampart and we have been through all the examples in
rampart.We need to generate policy annotated WSDL.
But all the examples assume that the WSDL is already containing the required
security tags.
Any pointers as to how to generate a policy annotated WSDL  using java2wsdl
ant build ?
At present we have only java interfaces and implementation with us in order
to generate our WSDL..
