Look at UsernameToken to secure the service, this is not an additional service though some people have implemented it this way. It is simply part of the security header as you described and forms part of the 'listFunctions' service and must be sent everytime 'listFunctions' is called, which explains why some people implement it as a separate service. If it's to be part of the header it's not a separate service. 'Closing the service' I don't understand but surely your 'listFunctions' service can do this when it's done.
