If you are using axis2 then you should have axis2.xml file inside 'conf' directory inside ..\WEB-INF' directory. Axis2.xml holds all the config data. If you are missing the file then you have problems.
Have you migrated from axis 1.x to axis2? If yes then you can have a look into: http://ws.apache.org/axis2/1_5/migration.html.
