You need to change this:

to this:
<xsd:import namespace=
"http://w3.ibm.com/schemas/services/2002/11/15/stockquote";
schemaLocation="http://localhost:8080/StockQuote.xsd"; />
(without the prefix, this is a wsd:import rather than an xsd:import)
