Is there a specific reason why you need the "ac" prefix rather than the "ns1" prefix? Axis does not provide a mechanism to specify a custom namespace prefix when generating SOAP messages. If this is a big issue for you, then I suggest you file an enhancement request. Also, I strongly recommend that you upgrade to Axis 1.2.
