client side handlers not supported in 1.2?

I had a look at http://ws.apache.org/axis/java/client-side-axis.html  
but the client side handlers section just has a TODO. I've tried  
every conceivable thing other than global requestFlow handlers -  
which I don't want but the client side handler is never called.

The most flexible approach seems to be setting the handler chain at  
run time but that doesn't work either.

Can anyone clarify the issue?
