What Anne and Oliver specified below actually didn't turn out to be correct
in my case.  I tried every possible combination of location addresses and the 
one that finally worked is:
"http://localhost:8080/axis/services/<PortType>"

My original wsdl has the following:

  <wsdl:binding name="TZCServiceSoap" type="tns:TZCServiceSoap">
  .
  .
  <wsdl:service name="TZCService">
    <documentation xmlns="http://schemas.xmlsoap.org/wsdl/";>External Access Web 
Services for Hybrid Tolling</documentation>
    <wsdl:port name="TZCServiceSoap" binding="tns:TZCServiceSoap">
      <soap:address location="http://localhost/ETTMServices/TZCService.asmx"; />
    </wsdl:port>
  </wsdl:service>

I changed location="http://localhost/ETTMServices/TZCService.asmx"; to 
location="http://localhost:8080/axis/services/TZCServiceSoap"; to get my client 
to work.
