if I am not mistaken the Web.XML is part of the Tomcat-Config. So the only thing you can "load on startup" here is Axis, not the Web Services managed by Axis. That is why I was asking yesterday, if there is a chance to load a Web Service immediately after the Axis startup (although I do not care about any order of startup, which makes your case even more complex).
