You can assume this for rpc/encoded but not for document/literal. Basic doc-lit sends and receives documents defined by schemata external to the web service (i.e. XSD files included in the WSDL contract) and it doesn't require an enclosing element named after the operation. See http://ws.apache.org/axis/java/apiDocs/index.html for Axis' description of the message arrangements. I think in document/literal document types are supposed to map one-to-one with messages so a service can infer the operation from the document type.
