I will just point you to this JIRA enhancement request I ran across a few weeks
back, for changing the encoding for the SOAP message itself; I did test it with
my 1.2.1 client, and it worked beautifully.

I don't have any services using attachments, so I can't advise you, although I
would expect you need to change that wherever you're creating the attachment...
Since your code is working when you don't include an attachment, changing the
encoding of the SOAP message probably isn't what you need. Has anyone else on
the list encountered this?
