Thanks, but I see that I may have confused the issue with the placement
of my comment.

This:
<!-- Case that produces SubmitOrderResponse class -->
> <xsd:element name="orderId" type="xsd:string"/>
>
> <xsd:element name="order">
> <xsd:complexType>
> <xsd:sequence>
> <xsd:element name="id" minOccurs="0"/>
> </xsd:sequence>
> </xsd:complexType>
> </xsd:element>

Should be this:
> <xsd:element name="orderId" type="xsd:string"/>
>
<!-- Case that produces SubmitOrderResponse class -->
> <xsd:element name="order">
> <xsd:complexType>
> <xsd:sequence>
> <xsd:element name="id" minOccurs="0"/>
> </xsd:sequence>
> </xsd:complexType>
> </xsd:element>

So the question still remains... why would changing the order elements
cause SubmitOrderRespone class to be created or not?

   thanks again

Axis can't create the class because the corresponding ref="tns:orderId"/>
does not exist if you remove it. It needs th <xsd:element name="orderId"
type="xsd:string"/> .
