WSDL 1.2 is a dead spec. It was never completed, and it never will be. The W3C WSDL working group abandoned the spec shortly after publishing the working draft and started working on WSDL 2.0.WSDL 2.0 is still a work-in-progress.

Axis supports WSDL 1.1. It's the only WSDL spec in general use.
