I understood your problem :)

You requirement is to access service resources from TCCL (Thread Context
Class Loader) , with Axis2 you can not access service resource from TCCL
since service gets its own class loader , to solve your problem you have
to put your lib into WEB-INF/lib. In that case all the jars available in
lib directory can be access via TCCL.
