It turns out I can answer my own question :-) Axis2 seems to be generating in WSDL in document/literal wrapped form by default whereas Axis1 did not. Hence all the parameters are getting wrapped. There doesn't seem to be any real mention of this in the migration guide or docs anywhere else, or any mention of a way to cause Axis1.x behavior, if there is one.
