I just tried this and it worked for me:

maven plugin:download -DgroupId=maven -DartifactId=maven-itest-plugin
-Dversion=1.0 -Dmaven.repo.remote=http://people.apache.org/repository

If no one objects I'll add the http://people.apache.org/repository
link to the faq .
