The Install for Flex procedure is analogous to .NET Install
1)Is/Are there a low cost alternative for developers-I was looking for 
OpenSource solution?
2)Are there sample programs available?

A lot of the old Macromedia products support SOAP, including
ColdFusion, Flex, and Flash. The mx.rpc.soap package contains the SOAP
classes:

JRun includes Axis 1.

I also believe that Adobe Document Server and Adobe Graphics Server
support SOAP. (In fact, they expose functionality via SOAP
interfaces.)
