If you don't use the RPC receiver, then Axis2 has no valuable information to use to produce a WSDL file. (The service simply takes OMElement in and sends OMElement in response. A WSDL *should* specify the schema of the input and output messages, but OMElement is equivalent to <xsd:any>.)
