I had it work for me with the following changes:
--use the latest nightly
--set a parameter "useOriginalwsdl" to true in services.xml
Now it presents the WSDL I authored.

Give it a try in Axis2....but to note....I opened JIRA AXIS2-1142 as this
is not working for me as Axis2 is still trying to parse the file rather
than simply provide access to the existing WSDL
