This article was written long time back I think.

Axiom, the XML Object model implementation of Axis2, was within the
Axis2 project some time back. But later it was moved out of Axis2 in to
WS-Commons project, changing the package structure as well.

You seemed to be trying to deploy the sample in that article with the
latest Axis2 build. If you wanna try Axis2, just use some of the latest
articles available, which are written on Axis2 1.0 or later.
