http://ws.apache.org/axis2/1_0/userguide2.html#services_xml to say that you must change the <parameter locked="false" name="ServiceClass"> from the skeleton interface name to the class that implements the skeleton. For someone following the directions step-by-step, although this is quite logical, it should be a simple addition that may help some.
