[Axis2] How to config for two separate services to apply different phase orders

Hi,

 

I'm testing two services (each has its own specific handler) running on Tomcat. How can i config Axis2 to let them have different phase orders.

 

If I config them all in the same Axis2.xml, does it mean that both services will call both specific handlers?
