isDoingMTOM, isDoingSwA and isDoingREST are all set to false.

All of the above things are used by the transport layer and populated
only by the transport layers when sending messages.
Yes.. I do agree and believe that we should remove these or we used
make them work consistently in all the places..

Please submit a Jira.. Hope you would be able to live with the headers
workaround for the moment..
