Firstly, you should take a refresh of the Savan build - they just removed
the phases/handlers, so the new build will work fine with a standard
axis2.xml.
Secondly, the way phases work, you don't need to define the handlers
directly (except in special cases). The normal way is that the axis2 defines
the phases without any handlers - and the module *injects* the handlers into
the phases. The only exception is some of the dispatching handlers which are
defined inline in the axis2.xml.
