Jeremy, I'm using the SimpleAxisServer and had the same problem.
Setting the following prameters in axis2.xml solved the problem

<transportReceiver 
class="org.apache.axis2.transport.http.SimpleHTTPServer" name="http">
   <parameter locked="false" 
name="hostname">http://the.real.domain:8123</parameter>
