I've tried, but it looks like the usage is wrong, cause there is no effect:
the jars are included anyway....

< fileSets >
   < fileSet >  
        < outputDirectory > target/aar/lib </ outputDirectory >
        < excludes >
                 < exclude > axis2*.jar </ exclude >
        </ excludes >
    </ fileSet >
</ fileSets>
