Nope. WS Security Policy ( which is built on top of WS Policy
framework ) is the configuration model of WS Security. WS Security is
used to secure SOAP messages and WS Security policy is used to
configure how the messages should be secured.

Apache neethi [1] is the implementation of ws - policy framework. But
I don't think you will need to use that API.
