I'm trying to deploy a web service but I need to set some value of parameters
at globalConfiguration at the moment of the deploy. By default there are:

<parameter name="enableNamespacePrefixOptimization" value="false"/>
<parameter name="sendXMLDeclaration" value="true"/>
<parameter name="sendXsiTypes" value="true"/>
<parameter name="attachments.implementation"
value="org.apache.axis.attachments.AttachmentsImpl"/>

If, for example, I want the parameter dotNetSoapEncFix to false instead of
true. Is this possible without editing the file? Would I need to edit the
web.xml file?
