[Axis2] child-first classloading for AARs in Axis2 1.4

Hi all,
In the wiki page about the post 1.3 plans, the feature "Enable child-first 
classloading for AARs, MARs" is marked as important.
Will it be included in Axis2 1.4? If so, will it be configurable?
