This seems to be strange. look at this commit [1]. It seems that Axis2 has replaced org.apache.axis2.modules.ModulePolicyExtension class with org.apache.axis2.wsdl.codegen.extension.ModulePolicyExtension . So there is no way Rampart 1.4 could refer to this class.
