"SOAP Encoding" was part of the original SOAP specification, but was removed from the SOAP 1.2 specification and also "banned" by the WS-I basic profile. Effectively, SOAP Encoding is a way of encoding objects in XML, including sparse arrays and graphs. The reason Axis2 doesn't support this is because it has been superceded by the document/literal style. There are some old services that require this support, but in general it is much more interoperable to move to document style services. For example, .NET doesn't support SOAP encoding either.
